VACANCY ANNOUNCEMENT FOR PUBLIC PRIVATE PARTNERSHIP (PPP) SUPPORT FACILITY
Public-Private Partnership Support Facility (PSF) is a Government of Sindh (GoS) not-for-profit company registered under Section 42 of the Companies Act 2017. Primary purpose of PSF is to finance, manage and monitor projects initiated under the Sindh Public-Private Partnership Act, 2010. as amended or substituted from time to time and the accompanying regulations, policies and ordinances which may be issued by relevant authorities from time to time, and render advisory and technical assistance to Government of Sindh for any project initiated under the Sindh Public-Private Partnership Act, 2010. Vacancy No. 1 - Chief Executive Officer (`CEO') The CEO should have:

Minimum Master's degree preferably in accounting / finance I economics / business administration, investment management, project development / corporate finance or in any similar related field; Extensive relevant work experience of at least 17 years either in Private Sector or Public Sector; experience of heading a similar organization or a project/corporate finance, investment advisory, project consulting, design/development institution. Government Officer having relevant experience in a Government / Semi-Government / Public Sector Organization / Autonomous Body Corporation can also apply for the position; Good understanding of public policy and market issues relating to infrastructure and urban services sector structuring, development, financing and operations, and regulatory and institutional knowledge and understanding of financing capacities of the capital and debt markets in the Country; Strong background in the delivery of project finance and PPP transactions, having been directly involved in lending to and advising on Infrastructure and other development projects from inception to closing; Good understanding of the need and development issues in PPP mode of projects in various sectors such as energy, water and wastewater treatment, municipal waste, public parks and spaces, urban and intercity transport, mass transit, health. education, roads and highways, etc.; Capable of representing PSF role in the promotion of PPP projects development to financial markets, private parties and other stakeholders; Knowledge about land acquisition issues and the resettlement of displaced population; environmental issues including those related to wildlife and forestry; and
? Successful track record of managing, motivating, and leading a team of professionals, along with maintaining and developing an
organizational culture, values, and building a strong reputation with all relevant stakeholders. Vacancy No. 2—Chief Financial Officer & Company Secretary (CFO & CS' The CFO & CS should: ? be a qualified Chartered Accountant recognized by the Institute of Chartered Accountants of Pakistan, or an equivalent degree from recognized body of professional accountants, or a Master's degree in accounting finance economics business administration from a reputable institute; ? have at least seven years of relevant work experience with three years in management position in a corporate environment ideally from a financial institution and/or commercial bank; and .• have good understanding of financial management systems, progress reporting, and audit requirements of public sector organizations and multilateral financial institutions. Vacancy No 3 - Chief Risk Officer ('CR0') The CRO should:

have an advanced degree, Master's or equivalent, in finance, accounting and/or business administration or other relevant area and/or a professional certification in a relevant discipline with a minimum 10 years of relevant work experience in known banking or financial institutions; be a seasoned and innovative risk management expert with strategic vision and proven track record and expertise in the assessment and management of key financial risks, including credit, business and market risks of varied economy sectors for funding and supporting project development and operations; have good understanding of financial management systems, progress reporting, and audit requirements of public sector organizations and multilateral financial institutions; have actively worked in project finance and completed project finance transactions and managed a portfolio of projects financed in a known financial institution, are acquired good understanding of project construction and operations risks, mezzanine financing, project procurement. as well as debt and capital investment risk and debt and capital markets; have the capability and capacity to create and implement a risk management system to build a high quality sustainable portfolio of PPP projects; and have strong communication and management skills to lead a team and meet all regulatory, Government and corporate reporting and risk management requirements.
