Tradition Innovation Excellence
University of Turbat is the second General University in public sector, chartered by the Government of Balochistan vide Act 2012 passed by the Balochistan Provincial Assembly in May, 2012.
District Kech of Makran division with a population of around 15 lacs, the land of a romance legend, has always been a place of importance for its geographical location, and famous for its production of date fruit. The people of the region had always longed for a university nearby. Their dream finally materialized in the shape of an independent University in May 2013 under the University of Turbat Act 2012. This was made possible due to the zealous efforts put in by academic and administrative staff at the sub campus with the support of natives, political parties, provincial government and management of University of Balochistan.
The Project titled “Establishment of University of Turbat” was approved by ECNEC during May 2011. Although the commencement year of the Project given in the PC-I was 2011-12; however, the Project was actually started from the F/Y 2013-14 after induction of fulltime VC and other Senior officers. According to deputy project Director Kazi Kashif Baloch, almost 85% of the construction works have been completed by December 2017 in a record period of four years only and university has been shifted from rented building to its permanent building situated at M-8 Ginna area in October 2017.
The new building comprises all facilities for higher learning including academic blocks, class rooms, lecture theaters, video conference hall, Computer labs, Chemistry labs, Cafeteria, Student facilitation Centre, admin blocks, Bachelors Hostels, Central Library, boy’s hostel, girl’s hostel, residential colony, sport complex, mosque, Primary School, and Medical Center. Despite the heavy odds and daunting challenges, University of Turbat is on way to bringing an educational revolution in the domain of higher learning in Makran Division. Soon after taking oath as Governor Balochistan, Honorable Mohammad Khan Achakzai and then Chief Minister Balochistan Honorable Dr. Abdul Malik Baloch, in collaboration with Higher Education Commission extended exceptional support and assistance for the development of Turbat University. The provincial government led by Chief Minister Nawab Sana Ullah Khan Zehri and Federal Government have ensured to expedite the process of the growth of Turbat University.
Professor Doctor Abdul Razzaq Sabir and Professor Doctor Abdul Saboor Baloch took over the charge as first Vice Chancellor and Pro Vice Chancellor of University respectively. Within a short span of time Vice chancellor with the support of supremely qualified faculty members and smart working administrative staff, introduced under-graduate and post-graduate programs in various departments including Department of Management Sciences, Computer Science, Commerce, Balochi with M.Phil. courses, English, Political Science, Economics, Education, Chemistry, Bio-chemistry last but not the least department of Law. The CPEC Study Centers at main campus Turbat and Gwadar Campus are addition in the research on CPEC related subjects. The university after getting formal approval by the HEC has also started M.Phil. program in department of Chemistry and Institute of Balochi language and Culture.
In 2016 the Department of Balochi was converted into Institute of Balochi Language and Culture for the core purpose of advanced studies and research in the fields related to Balochi Language, Literature, Education, Art and Culture. Under the directorship of Prof Dr Abdul Saboor Baloch, the IBLC is working to preserve and promote the Cultural heritage of Baloch and Balochistan and to ensure its continuity by disseminating it in the younger generation. The Mullah Fazul Chair is also the integral part of the institute. Since its inception as a Sub Campus of University of Balochistan in November 2009, the program of BBA 4 years, BSCS 4 years and B.Com two years had already been introduced in the Campus. With around eighteen hundred students and 120 employees, the University of Turbat has been providing quality education and financial assistance to its students through Prime Minister’s Fee Reimbursement scheme, Balochistan Endowment Fund, HEC Need Based and merit based Scholarship, Kareem Dashti scholarship and many other merit based scholarships The passed out graduates and alumni of University are expected to play a vital role in the activities of the projects under China Pakistan Economic Corridor (CPEC) to bring about prosperity in the region.
University of Turbat believes to promote a culture of innovative and entrepreneurial, to foster and integrative thinking among students so that they could contribute in the projects of (CPEC) and could bring Pakistan towards the economic independence. Following the nonstop academic success and unfaltering achievements along with the completion of all formalities, the University of Turbat was recognized by the Higher Education Commission of Pakistan as the 158th public Sector University in the country and second public Sector General University in the province on 12th March 2014 within 10 months after switching over to a full-fledged University from a sub campus of Balochistan University. In this short span of time, University of Turbat earned a number of accolades which have been acknowledged by the people from all walks of life in the country. As many as talented and qualified 50 faculty members and scholars have been sent to different universities of Pakistan and abroad Malaysia, Thailand, Turkey, Germany and UK for M.Phil., MS, Ph.D. and MS leading to Ph.D. under the Human Resource Development Program, Aghaz e Haqooq Balochistan Scholarship and other HEC scholarships scheme.
More than dozens of them, after completion of their degree have re-joined University and rest of them are expected to rejoin the university very soon. By the year 2020 the number of Ph.D. faculty are expected to raise up-to fifty. With 70 highly committed faculty members including 10 Ph.Ds. and 17 M.Phil. and MS qualified, University of Turbat has grown to become a research led university, known for the excellence of its teaching, tradition, innovation and academic services being rendered to the people of Makran, Balochistan and other provinces as well. University of Turbat enlisted its name in the list of that successful university of the country who managed to hold its first convocation within three years of its inception. The 1st Convocation of the University of Turbat was held on March 8, 2017 at newly built University Complex near Ginna area. Governor Balochistan and Chancellor University of Turbat Muhammad Khan Achakzai presided over the 1st convocation in which 220 graduates were conferred degrees and 12 position-winning graduates were also awarded gold medals. The convocation ceremony was attended by then Chief Minister Balochistan Dr Abdul Malik Baloch as guest of honor, member election commission of Pakistan Justice (R) Shakeel Ahmed Baloch, prominent political figure Syed Ihsan Shah, Zahoor Ahmed Buledi, present and ex-members of the senate, federal and provincial Assembly, vice chancellors of different universities, officials of the civil and armed forces, local notables, educationist and representatives of the civil society and media.
University succeeded to hold the meetings of its statuary and other bodies like Syndicate five time, Academic Council seven time, Finance and Planning Committee seven time, Faculty Council two time, Board of advance study and research two time, selection board six times, as well as all important meeting of the apex body the Senate three time. Universities are recognized and acknowledged worldwide mainly by its research and publications output going hand in hand with academic development.
Research and publications have been the defining distinction of the University of Turbat ever since its establishment. Earnest efforts are consistently made to promote a vibrant research culture and provide a favorable environment to both its faculty members and students for exploration and innovative market oriented higher learning.
University of Turbat launched its very own annual Research Journal GIDROSHIA for this specific purpose while IBLC also has initiated its research journal (MEERI) recognized by the HEC. The Office of Research, Innovation, and Commercialization (ORIC) with the aim to promote and enhance research activities, providing a complete platform to the researchers and augment their research skills from working bench to a furnished product. The ORIC in UoT is striving to establish strong links with industry in order to facilitate the students for seeking internships and getting research projects for ensuring their future bright.
A bi-annual newsletter “KECH NEWS” from main campus and “ZERWAAN NEWS” from Gwadar campus are another symbol of distinction for the University. Therefore, University of Turbat is enlisted as one of those successful general Universities which have achieved the enviable feat of publishing their Annual Research Journal, Bi-annual Newsletter, Annual Report, Prospectus and Convocation Booklet in such a short span of time. This is truly a big success story for a University in such a far flung and remote area. University of Turbat, being a student centric university, is extending all possible facilities to its students for quality higher learning, research, and extracurricular activities. Having established a well-furnished and equipped computer lab with latest computers funded by Governor Balochistan Muhammad Khan Achakzai, connected with internet giving access to the major information and communication networks worldwide to enhance research culture and advanced studies within university.
A smart video conference Hall has established by HEC to connect the university with national and international institutions of higher learning. Directorate of Information Technology, the backbone of the university, is one of the paramount achievements, connected to Pakistan Education and Research Network (PERN 2) by the Higher Education Commission of Pakistan, providing Wi-Fi services to students, faculty members and administrative staff.
Besides seminar libraries in each department, university also has campus library and university public library with more than 30,000 books on different subjects, national and international research journal, publications, periodicals, and newspapers. The building of University Public Library was handed over to university of Turbat as per the directives of then Chief Minister Balochistan Dr. Abdul Malik Baloch. Directorate of Public Relations, a career counseling and student affairs cell have been established to help the students to resolve job related issues such as finding work and setting career goals.
The Quality Enhancement Cell (QEC) with the support of Quality Assurance Agency of Higher Education Commission of Pakistan is working effectively according to the needs of modern times in a changing world. Prof Dr Gul Hassan Director QEC is vested with the responsibility to ensure quality education with the futuristic mindset, encourage different academic activities, faculty training and development workshop, and preparing self-assessment report of different departments.
University of Turbat has signed a number of MOUs with leading national and international universities and educational institutions for promotion of higher learning and research skills and to exchange a framework of cooperation and facilities with the signatories. University of Turbat has plans to sign MOUs with more national and international educational institutions in future.
University of Turbat has organized many seminars, workshops, training sessions, literary and academic events, international lecture series, certification courses in IT and entrepreneurial ship, business galas, sport festivals and study tours.
University of Turbat also has the exquisite honor of hosting the all-important interuniversity consortium for promotion of social science successfully in April 2015 at future economic corridor city Gwadar, with the financial assistance of provincial government and the patronage of His Excellency Muhammad Khan Achakzai, governor Balochistan. Completion of university permanent complex in record time, establishment of its sub campus at CPEC central city Gwadar, raising 4 departments to 9 along with 18 programs in three faculty including faculty of Arts and Social Sciences, faculty of Commerce, Law and Management Sciences, Faculty of Science and Engineering, starting M.Phil. program, taking reliable security measures, cheating free examination system , launching IT academy in collaboration with HEC, entering into MOUs with national and international universities and educational institutions to exchange experiences and knowledge, establishing smart computer lab funded by worthy Chancellor Muhammad Khan Achakzai, affiliating of three degree colleges of Makran division with university of Turbat, co-hosting national seminar on CPEC at Gwadar , conducting meetings of statuary body well in time, holding inter university declamation contest to promote critical thinking with positive approach, IT and literary related seminar, organizing indigenous On-Campus Training, international lecture series via video conference, annual Business Gala, various scholarships for students, national book fair and various extra-curricular activities in regular interval are among the considerable achievements of university.
Many ideas and projects are in pipeline as the part of short and long term strategic plan of the University. Establishment of 4 new science and market oriented subjects, to set up another sub-campus in Panjgor, establishing school of legal education, Business administration, sending more scholars abroad for higher studies, training and refreshment courses, starting Ph.D, M.Phil., diploma and certificate programs in different disciplines, starting Chinese, English and Balochi language program, affiliation of more degree colleges and educational institutions with university, hosting national and international conferences, launching housing scheme for its employees, setting up constituent Model High School and generating revenue by its own resources are among the main mission of future roadmap of the Turbat University.

The Department of Computer Science trains future educators, researchers and professionals through an intensely personal engagement in a set of research activities that span the development of fundamental knowledge about computational processes, the design of new computing systems and methods, and the creation of novel applications that benefit society at large.
The Department of Computer is one of the first department of the University. Founded on 19th November 2009, the department continues its commitment to providing students with a state-of-the-art computer science curriculum. Today, the Computer Science Department forms the centerpiece of the University. Department of Chemistry
Introduction
We welcome you to the Department of Chemistry at University of Turbat. The Department of Chemistry is newly established department with experienced, committed and highly talented faculty members and academic staff who are decided to develop and offer world-class undergraduate and graduate programmes. Currently we offer 4-years BS and 2-years M.Sc programme and planning to initiate a graduate programme (M.Phil / M.Phil leading to PhD) in “Chemistry” with a specialisation in Biochemistry and Analytical Chemistry.
Being a central science, Chemistry emphasises much of the efforts of scientists and engineers to improve life for mankind. The chemistry programme at University of Turbat is thus designed to give students a grasp of the basic principles of chemical sciences through a course of study and research to enables them to offer solutions to daily-life challenges. The theoretical background of students are further expanded through carefully designed courses of laboratory experiments to demonstrate basic concepts and experimental techniques that serve as a stepping stone to research in modern Chemistry.
Faculty members in the chemistry department are taking initiatives to build-up infrastructure facilities for conducting research to develop new materials such as fine chemicals, coatings, functionalised polymers, organometallics and functionalised nanomaterials. These type of materials have potential applications in different aspect of human life such as diagnostics and treatment of various diseases, drug delivery, catalysis, optics, electronics, environmental remediation and sustainable energy production etc. Faculty members are trying to develop national and international linkages for collaborative research that would be very helpful for the successful implementation of such exciting research projects.

Department of Natural and Basic Sciences
The department of natural and basic sciences will provide a strong support to establish interdisciplinary advanced research among the existing departments or future opening departments in the field of life sciences at the University of Turbat. The overall aim of this department is to foster interaction of existing departments of universities by developing interdisciplinary modern bioscience research. It will help to develop a world-class center in basic, chemical and biological sciences in university doing both advanced research and education. The department of natural and basic sciences will enhance the existing capacity of research and education in faculty of science through creation of interdisciplinary natural sciences research and education along with re-grouping research activities as per the current requirements and priorities.
More than 2000 pre-medical students are annually passed their intermediate in different colleges of Mekran region and due to not availability of degree programs in biological sciences like botany, zoology, biotechnology, microbiology etc. in University of Turbat these candidates are suffering a lot problem for getting admission in other universities of the province as well as in country. The department of biological sciences at University of Turbat will offer the various subjects including biochemistry, biotechnology, bioinformatics, microbiology, zoology, botany, genetics and biomedical sciences and will give great opportunity to the students choosing different programs in the department. It will not only facilitate the students of pre-medical but als enhance the academic and research quality of University in life science and will meet the demand of society in the field of life science. Chairman's Statement
In last twenty years, there have been drastic changes in the world of Business and Business education is playing a dominant role in country’s economy and local businesses.
The department of Management Sciences in University of Turbat is endeavoring to build up a learning environment for bright business students. This Program helps to promote their decision making, risk taking skills, interpersonal communication skills, and teamwork.
So far the Department of Management Sciences has started two programs, The Bachelor of Business Administration and Master of Business Administration (Executive). The department intended to starts The Master of Business Administration (Morning). The department will work to build a good relation in trade and industry sector of the region to prosper the business, commerce and economy as a whole.
Department of Economics
Introduction and Background
The world has been facing, major economic ups and downs, it is the need of time to create awareness regarding the economic issues and their remedies. Therefore, keeping in mind the need of Economic knowledge, the University of Turbat has established the Department of Economics. It is one of the few departments that has been established most recently and will start its first batch on 13th January, 2014. The department offers semester wise master programs for two years. The department is under supervision of experts with fresh and energetic faculty members.

To produce qualified students who will be fully equipped with economic knowledge and serve as economic analyst in professional field.
Department of Commerce
History and Introduction
This department was established since the inception of the University of Balochistan, sub-campus Turbat on 23rd November, 2013. University hired one lecturer and the same lecturer was designated as the Department Coordinator.
Department initiated 2 years B.Com program from 1st January 2010. Under the supervision of University of Balochistan, campus passed two B.com batches exactly on time and currently 3rd and 4th batches are on their path to the success.
On 19th May, 2013 Prof. Dr. Abdul Razzaq sabir was appointed as first Vice Chancellor of University of Turbat and on the same date the University of Balochistan, sub-campus Turbat was converted into University of Turbat along with its entire assets, liabilities and services. Soon, Vice Chancellor appointed Lecturer Abdul Majid Nasir as the first Acting Chairman of the department, who was previously working as coordinator of the department.
After taking over activity, University of Turbat has decided to start Master of Commerce as its second program of the department. This program will start from 1st January, 2014.
Chairman's Statement
Commerce departments of all universities play pivotal role in the development of the trade and commerce in the respective territory. The same agenda has been sworn by the commerce department of University of Turbat as well. Previously, the department was working as a sub-department of commerce department of University of Balochistan, where we were unable to make any innovative initiation; however, since the appointment of our honorable Vice Chancellor Dr. Abdul Razzak Sabir and his statutory body, we feel a sense of independence in our activities where they encourage us to be engaged in all fields of innovation and development.
Our department has successfully passed two batches on time without any negligence and delay in the classes and other curricular and extra-curricular activities, and currently two batches are engaged in their studies.
Our department will work on making relations with the trade and industry sector of the region to prosper the business, commerce and economy as a whole.
Achievements
Department of commerce has been successful to get the following achievements.
• Two batches of two years B.Com are passed within the two years.
• Our students got 1st and 3rd position in both 1st and 2nd batches, where they were competing with the students of B.Com of Loralai campus of University of Balochistan.
• Our students have been able to get admission for masters in the top universities of Pakistan.
• Our students have been able to manage various extra-curricular activities such as seminars, functions, get together ceremonies and etc.
• We have sent our students of B.Com 2nd batch for a study tour to Quetta.

Welcome to the web resource of the Institute of Balochi Language and Culture, at the University of Turbat, Balochistan. The Faculty of Balochi, University of Turbat, is a centre of excellence for the study, teaching and research in Balochi literature and literary criticism. Our department is big enough to offer a wide range and variety of approaches to teaching and research. We offer an abundance of opportunities to learn and achieve mastery of the language and culture we study. Our programs are specially designed for highly motivated students with a passion for Balochi language, literature and culture, for imaginative approaches to these and for careful crossing of traditionally defined geographic, linguistic and disciplinary borders.
The variety of research interests and expertise held by our faculty is echoed in the diversity of backgrounds and academic interests among our students.

Introduction
Welcome to the department of Political Science at the University of Turbat, Balochistan.
The Department of Political Science is one of the newly introduced departments at the University of the Turbat. The Department of Political Science is devoted to the study of the phenomenon of politics in its theoretical and operational aspects. The two year Master’s program is designed to provide understanding of the major theories of Political Science and adjoining it to the International Relations, nature and dynamics of the political process, political systems and foreign policy dynamics to sharpen analytical skills with the help of the requisite theories and the methodology to enable the students to understand the dynamics of the polity and its environment. The two-year Master’s program is provided on semester basis. The cultivation of such minds should enable the students to deal effectively with the complexities of life regardless of the profession or occupation that they eventually adopt. The courses also help the students to better prepare for the competitive examinations of the federal and provincial civil services and the private sector.
The Department of Political Science, University of Turbat also provides sufficient grounding in the field of “Research” and “Research Writing” in order to fulfill the need of the time.

The Department of English Literature was established in 2013. The Department offers a 2-year Master Degree Program. Introduction
The Department of Education welcomes you at University of Turbat. The Department of Education is newly established department with experienced, committed and highly talented faculty members and academic staffs that are decided to develop and offer world-class undergraduate and graduate programs. Currently, 4-years B.ed (Hons) ,1-year M.ed and 2-years M.A program are offered, and it is being planned to initiate a graduate program (M.Phil. / M.Phil. Leading to PhD) in “Education” with specialization in different fields of Education.
Being a social science, Education emphasizes much of the efforts of Educationalists and scientists to improve life for mankind. The Education program at University of Turbat is, thus, designed to give students a grasp of the basic principles of social sciences through a course of study and research to enable them to offer solutions to the daily-life challenges. The theoretical background of students are further expanded through carefully designed courses of societal experiences to demonstrate basic concepts and experiencing techniques that serve you as a stepping stone to research in modern Education.
Faculty members in the Education department are taking initiatives to build-up infrastructure facilities for conducting research programs to develop new knowledge and experiences such as, educational psychologists and educational philosophers. These types of men have potential applications in different aspect of human life such as diagnostics and treatment of various mental and ethical issues, etc. Faculty members are trying to develop national and international linkages for collaborative educational research that would be very helpful for the successful implementation of projects such as educational research projects.

HEC Need Based Scholarship
Pakistan has no shortage of talented youth, but in several instances, lack of resources prevents them from realizing their potential. This is a particularly problematic when it comes to accessing higher education. The Government of Pakistan acknowledges these constraints, and has tasked the Higher Education Commission with facilitating needy and deserving students through Need Based Scholarships. This year, over 10,000 scholarships have been announced for financially disadvantaged?students all over Pakistan including 61 public sector universities of Pakistan (list attached). It aims to elevate the socio-economic status of the students by enabling their access to modern education and career opportunities towards a brighter future.
Objectives
1. To provide opportunities to talented but financially disadvantaged students and empower them to acquire a high quality education at a partner institutions /university.
2. To provide opportunities for qualified students especially from remote and rural areas of Pakistan (FATA, Khyber Pakhtunkhwa, Southern Punjab, Balochistan, and Northern Sindh), to continue their studies in selected partner universities of the country.

Karim Dashti Scholarship
University of Turbat has established Karim Dashti Scholarship for the promotion of higher education in the region. Advocate Jadain Dashti has donated Rs.1m to University of Turbat to initiate Karim Dashti Scholarship enabling the talented and needy students to pursue their higher studies in Turbat University. Turbat University’s director QEC Prof Dr Gul Hassan and Advocate Jadainn Dashti has signed on the memorandum of understanding during a ceremony held at Turbat University on November 18, 2017. On this occasion University’s Vice Chancellor Prof Dr Abdul Razzaq Sabir said such persuasive initiative would accelerate the development of higher education in this part of country. He said Karim Dashti has been a famous poet, scholar, critique and writer of Balochi Language and this program would be a source of providing scholarships and financial aid to needy and talented students to make their future prosperous by acquiring higher education. Turbat University is committed to promote and expand endowment fund for needy students.

University of Turbat as a part of its strategic plan has established a scholarship program to support needy and talented students so they may continue their studies without any financial difficulties. In this regard Turbat University would request donors to contribute in Student Endowment Fund by sponsoring deserving students or awarding scholarships. The Scholarships or Sponsorships will be named after any personality as per their suggestion.

Waja Taj Mohammad And Mir Elahi Baksh Scholarship
After establishment of Karim Dashti Scholarship for the promotion of higher education in the region, Dr. Shabir Ahmed Baloch donated Rs.1m and Rs. 2m to University of Turbat to initiate Waja Taj Muhammad and Mir Elahi Baksh Scholarship, respectively to support talented and deserving undergraduate students to complete their degree program in Turbat University. Director QEC, Prof Dr Gul Hassan and Dr. Shabir Ahmed has signed on the memorandum of understanding during a ceremony held at Turbat University on January, 2018.

Office of Research Innovation and Commercialization
Introduction:
The Office of Research, Innovation and Commercialization (ORIC) at University of Turbat was established in February 2016. The primary job of the universities is to promote the relevant and practical research culture in the vicinity of the university, second to make a link between the academic research with the practical world including industry, society and government, and third and highest ranked task is to bring innovation through research for a sustainable positive change in the holistic society. Unlike the other ORICs of the countries, the ORIC UoT got a challenging job first to set up a research culture in the vicinity of the university and then proceeding for the core activities of research, innovation and commercialization. For this purpose, throughout the 2016 the office was busy in building a research culture, the activities involved trainings, workshops, policy making and etc. Once the research culture was built then the university has started to link the academic and research activities with the industry and society.
Mission:
The mission of the Office for Research is to develop, expand, enhance and manage the university’s research programs and to link research activities directly to the educational, social and economic priorities of the university and its broader community. The office is also responsible for assuring that the quality of research reflects the highest international standards and advances the stature of the university among the world’s best research institutions. Moreover, the office aims to be the best research center of the region and build and sustain productive relationship and linkages with the governmental agencies, international academic and governmental agencies, private sectors, industries, elementary and secondary schools and colleges. Further, innovation and production of ideas, patents and innovation would remain as the core values of the office.
In pursuit of this mission the Office of Research has the responsibility of guaranteeing that all research programs and policies reflect the core values of academic freedom, professional integrity and ethical conduct and full compliance with all policies, legal requirements and operational standards of the university.

University of Turbat health center is a medical practice serving the acute and chronic medical needs of undergraduate and graduate students. Our staff has many combined years of working with university students. Students come to the Health Center for a wide range of medical needs, include general sick visits, allergy injections and OPD related medical facilities in a set of associated hospitals across Turbat.

HEC National Digital Library (DL) is a programme to provide researchers within public and private universities in Pakistan and non-profit research and development organizations with access to international scholarly literature based on electronic (online) delivery, providing access to high quality, peer-reviewed journals, databases, articles and e-Books across a wide range of disciplines. The e-books support programme will allow researchers to access most of the important text and reference books electronically in a variety of subject areas. Around 75,000 number of electronic content has been made available through the Digital Library Programme.
