Finance
Finance Dte is responsible for handling all financial aspects of the projects being conducted in all groups and units. Finance Dte also conducts financial modeling of projects along with internal and external audit of FWO. Director Finance heads the Dte with a team comprising of financial and accounting expertise.
Logistics
Logistics department manages all the planning, acquisition and movement of the equipment, machinery and manpower. All the administrative and logistic support to all Gps/Dtes is provided by this Dte. Director Logistics heads the Dte with diverse teams from management and technical professional.
Plans
Plans Dte is mainly responsible for acquiring projects from various agencies, writing proposals, EOIs, respond to advertisements, participate in biding, submit proposals, develop project plans. This department is headed by the Director with a team comprising of management and technical professional.
Operations
Ops Dte is mainly responsible for monitoring and evaluation of projects. This Dte remains connected with all groups and units throughout the project execution phase. Director ops supervises the project monitoring and evaluation team comprising of management and technical professionals.
Information Technology
This Dept. is responsible for providing technological connectivity of each group and unit with the HQ. IT Dept. manages various project based modules along with the comprehensive electronic project management system of FWO. Project Management Module has automated the working of FWO to a large extent.
Human Resource
Mainly responsible to manage the human resource of FWO. This department is responsible for identification, attraction, retention and development of employees. Additionally, Health & Safety branch also forms part of HR dept. for ensuring the safe working environment for employees.
Consultancy Cell
This cell is responsible for the provision of assistance to all groups in mitigation of technical issues regarding Geotechnical, Highways, Airfields etc. Consultancy cell also deals with projects of national disaster such as Attabad Landslide, Gyari and performs as a liaison channel between different formations .
Foreign Project Cell
Foreign project cell is responsible for seeking and acquiring international projects. Majority of the cell is heavily committed in acquiring projects is in Saudi Arabia. For that, FWO has created its LLC in Saudi Arabia which is in its infancy stage and documentation is under process.
Project Monitoring & Evaluation
PM & E cell is responsible to monitor and evaluate ongoing projects in all units and groups. It is responsible for evaluating the financial & technical health of the projects based on the criterion formulated by them. This cell is also responsible for preparing progress reports or each project for management.



Frontier Works Organisation (FWO), today’s most versatile and vibrant construction firm, was established on 31 October 1966 to wrought a miracle and carve out a modern highway, the Karakoram Highway, across crags and crevices of the highest mountain ranges of the world. It was towards the completion stage of KKH that the Government analyzed the tremendous potential of FWO in carrying out civil engineering projects in difficult and inhospitable areas and decided not only to keep FWO in existence, but also to expand its tentacles throughout the country.

FWO History
For the last 51 years FWO has left its imprints, bringing prosperity to utterly backward and forgotten areas from the sun burnt plateaus of Baluchistan to lush green dales of Swat and Chitral and from the deserts of Sindh to snow capped Siachin. Over these years FWO has worked in diversified fields to include development of communication infrastructure like construction of roads, railway lines and airfields; irrigation like construction of dams, canals and barrages; power projects like thermal and hydal; tunneling and mining; telecommunication; construction of residential and industrial infrastructure and proved its unmatched qualitative and quantitative capabilities.

In 1991, FWO was called upon to participate in the reconstruction phase of Kuwait, after the Gulf war, and given to clear 3000 square kilometers of highly mined area, littered with large quantity of ammunition left behind by the withdrawing Iraqi Army. FWO cleared the area in a record time of just 16 months, ahead of others construction forms of USA, UK, France, Egypt and Bangladesh. Similarly, in 2006, FWO constructed a road from Torkham to Jalalabad in the most hostile and difficulty security environment.

With professionally qualified and competent staff, efficient work force, flexible organisation and a large pool of modern construction equipment and machinery FWO is capable of undertaking any construction assignment at short notice anywhere in Pakistan or abroad. FWO was dependent on other agencies for survey and investigation of projects, FWO now has inbuilt capability to carry out investigations and survey on its own. The financial management of projects has been improved. This has resulted in economy in completion cost of the project.
DEW & MEDO
Pakistan is endowed with extensive geological potential. The country possesses huge resources of mineral deposits such as copper, gold, lead, zinc, coal, industrial stones, quality gemstones and rare metals. However, unlike other developed countries with good mineral endowment, Pakistan has not yet been able to promote growth and alleviate poverty by exploring natural recourses to the maximum possible extent. Mineral exploration contributes only 0.5% of GDP.

The reasons for not effectively utilizing this huge natural wealth is, non-availability of requisite finances, deteriorated security environment, lack of required skills / infra-structure, deficiency of modern exploration techniques / equipment, corrupt system and preference of personal gains over national interest. It is also worth mentioning that considerable part of the mining activities in Pakistan have been illegal and huge quantity of expensive minerals exported to other countries as raw material on minimal rates with no benefit to either the state or the people of Pakistan. The raw material is subsequently processed in modern refineries in other countries to obtain expensive products.Such a state of affairs calls for immediate steps at national level. Mining being a provincial subject restricts federal intervention limited to rare metals only. Therefore, Frontier Works Organization (FWO) established Mineral Exploration and Development Organization (MEDO) which not only gets into the mineral sector to safeguard the national interests but also act as an engine for the development and exploitation of huge mineral potential of the country. Besides carrying out detail technical and financial feasibility, acquisition process for a particular project in the country, MEDO is interacting with provincial clients / Departments for the finalization of concession agreements in Punjab, Sindh, Baluchistan, Azad Kashmir and Gilgit Baltistan. MEDO will also lead the mineral exploration and support large scale mineral development infra-structure in Pakistan under the umbrella of FWO – Pakistan Atomic Energy Commission (PAEC) consortium to reach out to huge unexplored / untapped mineral wealth of Pakistan thus contributing towards National economy

Presently MEDO is involved in following mining tasks:-

b. Adoption of latest exploration and evaluation techniques for delineation of mineral deposits.

e. Development for Research and Development facilities for mine exploration, development and processing. Establishment of high-tech mineral laboratories in association with PAEC and Geo Science lab Pakistan, Geological Survey of Pakistan and SGS lab.
f. Arrangements of requisite funding from various sources inland / abroad to support mining activities in Pakistan.
g. Human resource development for Mining sector through establishment/ adoption of training institutes.
h. Creation of job opportunities and improvement of social conditions of the local communities of mining areas.
MEDO has been successful in convincing its clients / mining departments for agreements in various business ventures. Besides other provinces MEDO has acquired an mining assignment of Granite lease in Nagarparkar District Tharparkar, Sindh for a period of 30 years by signing an agreement with M/s Kohinoor Marble Industries Pvt Ltd Karachi. FWO has already mobilized its resources and commencing its mining operation in Nagarparkar area with the aim of maximizing/ modernizing granite industry in Sindh vis-a-vis providing job opportunities / welfare for the poor people of Tharparkar by developing social business plan.
Degan Exploration Works Pvt Ltd . In order to direct and employ the huge resources held with FWO for mineral exploration and development on national level, a special purpose wholly owned vehicle company, “Degan Exploration Works Pvt Ltd (DEW)” has been established as subsidiary of FWO. Planning, Design & Quality Control
The project execution units of FWO are backed by modern planning, design and survey system. The Plans and Design Directorate utilizes computer aided design technology. It has highly qualified and experienced design teams in the field of structures, architecture, roads, airfields, town planning including internal and external services, field investigations, engineering surveys and geo-technical surveys. An integrated system of geo-tech and feld laboratories ensures quality control at all stages of the project execution. The identification, evaluation, tendering and securing new projects is part of the responsibilities of Plans Directorate, which is staffed by highly qualified personnel in these fields.

FWO’s strength has always lied in its competent and committed employees who are working day and night in timely completion of different projects and in return FWO is taking care of its employees and running number of welfare projects to keep its team motivated and to raise up their standard of living.

MEDICAL INSURANCE POLICY FOR CIVIL EMPLOYEES

Medical insurance policy has been introduced to provide health care facilities to employees and their families. Currently more than 300 employees are medically insured with Adam Jee insurance company. Total 1326 individuals including employees, their spouses, children and parents have been insured for indoor medical treatment.


HAJJ / UMRA

Formulation of SOP for Hajj / Umra at FWO expense under CEO FWO’s directive is a step towards recognition of the efforts being made byall ranks for keeping up the name and reputation of FWO on all forums. It is hoped that the good spirit behind it will be rightly approached and efforts will redouble by all to keep the FWO flag high.

Hajj

Free Hajj policy was introduced / formulated in 2008. Ten Hajj vacancies have been kept.
Ten individuals have performed Hajj during the yr 2010 on FWO expenses at a cost of Rs.2.55 M.

Umra

Free Umra policy was introduced / formulated in 2003. Total of 50 Umra vacancies have been kept.

FWO BOYS HOSTEL OF WARDS OF JCOs / SOLDIERS

Most of our soldiers hail from rural areas / poor background and have limited access to quality education for their wards due to lack of educational facilities and their native places. They are also
deprived of relatively better educational facilities available in cantonments due to shortage of married accommodation, current deployment in operation areas and certain socio economic compulsion.

In order to alleviate the problem of non availability of family accommodation in the cantonments / garrison and help the soldiers in their efforts towards education of their wards, it was decided by COAS to establish boy’s hostels in all cantonments. To fulfill this noble cause FWO boy’s hostel was constructed with an estimated cost of Rs. 35 M. This hostel was being established with following objectives in view:

• To provide hostel facilities to the wards of JCOs and soldiers.
• To facilitate their admission in appropriate educational institutions.
• To groom the children for a better future through supporting environment.

COMPENSATION ON THE DEATH OF AN INDIVIDUAL

Rs. 50,000 is immediately paid to the next of kin (NOK) of the deceased as financial assistance for burial and other miscellaneous expenditures. After the completion of inquiry RS.200,000 is paid in the light of labor law 2008. Financial assistance rendered to NOK of the deceased in the year 2010 is Rs. 1.53 M.
